Provincial SPs deprive of promotion to senior cadre posts – Eagle Eye
Promotion is a boon for every serving police officer. It brings energy, enthusiasm and sense of achievement among promoted officers. Despite the fact that there is a lot being done to improve the structural reforms in police department but promotion criteria reflects the tale of injustice and dilatory tactics.
Before promulgation of police order 2002 read with amendments as an Act 2013, Punjab Police officers were recruited as constable/ ASIs/ Sis and IPs and got promotion to BPS-20 and BPS -21, due to application of PSP composition section 5 read with PSP rules 7 of 1985. These officers were 1- Ghulam Asgar Khan (DIG) (R) 2- Rana
Wasah (DIG) (R) 3- Hamid Mukhtar Gondal (DIG) (R) 4- Ch. Amin ( IGP ) (R) 5- Ch. Iftikhar IG (R).
After the vogue of Police order 2002, the plight of provincial police officers especially for the rank of SP have gone worst as there is a dead end to get promotion to the rank of SSP (BPS-19). Senior Superintendent of police is considered to be promoted under Civil servant Act 1973.
The fact is that considering the clauses of law, there is no provision available in Federal Civil Sevants Act 1973 or Punjab Civil Servants Act 1974 to encadre provincial police officers of BPS-18 from Province to Federation when posts for service are sanctioned and budgeted by the Province.

Police service of Pakistan composition section 5 and 7 with PSP rules of 1985 are being unlawfully applied on provincial police officers because the application of PSP rules have become impugned after the introduction of Article 165 (e) of Police order amendment (2013) and Punjab Civil Servant Act 1974.
It is just mockery of justice and sorry plight of administrative affairs that probationer inspectors who were recruited in Punjab Police through Public service commission in the year 1993, 1995 and 1999 are still uncertain about their promotions. To say that inspectors of 1993 and 1995 are now Superintendent of police (BPS-18) but they are hopeless to become SSP (BPS-19). The fact is that they get their promotion in the rank of SP in the year 2019 after hectic judicial and department fight.
Now the formula of “ lateral entry from other sources” in the name of encadrement to provincial police service officers by giving them a fresh appointment as Federal SPs under the pretext of sub rule 7 and procedures applicable to occupational groups/ services mentioned at serial No 1.13 Police service of Pakistan which is reproduced below:

“To bring in fresh blood and to relieve shortages. If any, at various levels, induction in the group may be made by selection from amongst officers of the armed forces or by lateral entry from other sources subject to suitability and fitness being determined by the selection board”
This section is contravention of rules as the SPs belong to Police and by no means consider being an employee from other source. The clause of “lateral entry from other sources” is maliciously applied only to provincial police officers at the rank of BPS-18 just to create blind alley for their promotion to the rank of BPS 19. To deprive ranker SPs from their promotion and render their seniority with junior ASPs is travesty of Justice and exploitation on the part of Establishment Division.
Barring promotion of provincial officers and the posting of Federal officers on provincial seats is flagrant violation of constitution of the Islamic Republic of Pakistan. The provincial police SPs have undeniable right to be promoted. The formula of Encadrement through “lateral entry from other sources” should be repealed forthwith in order to put an end to the exploitation, injustice, deprivation, despondency and hopelessness of aspirant Provincial police officers especial in the rank of superintendent of Police. – PUNA
