Police reform is the most crucial issue not only for every Government but also for every incumbent Provincial Police Officer (PPO). Every IGP pledges with the assumption of Office that he will set right the Police but it seems that it proves all tall claims. In Faisalabad, three cops were arrested due to harassment to woman while searching the car on the suspicion. That’s the real and horrible problem with the police.
The tendency of corruption has marred the face of police which claims almost more than 14 thousand martyrs in the line of duty. The character matters a lot. Everybody complaints against the bad behaviour of police. It is necessary to build the character of Police through capacity building courses. Though many technology related innovations were introduced to ameliorate the situation but all in vain. It is better to arrange workshops on different disciplines ranging from homicide to attitudinal change in Police colleges.
The participant would be Police officers, Doctors, Psychologists and religious clerics. Pakistan is not alone in its efforts to reform police. There are myriad of endeavours to set right the culture of Police.
The credibility of police department is reduced to the lowest ebb due to prevailing factor of rampant corruption and existing culture of nepotism. There is a dire need to introduce structural reforms. The promotion in junior ranks is very slow and done on snail pace.
The malaise in junior ranks is growing day by day. The probationer batch of 2003 is worst hit by the administrative lackadaisical approach of high ups. It is almost 13 years that they are working in the rank of Sub- Inspectors. The continuity in the same rank stalemates the performance of police officers.
It is sheer deprivation that the officers recruited in the year 2003 through Punjab public service commission are elevated just one rank in seventeen years. It is really ridiculous and travesty of justice. This has caused distress and agony in police officers.
The impression of police in the eyes of public is largely based on two factors; the media opinion and personal interaction of citizens with police. Financial and legislative support to police personnel is awfully essential to give them relief from worldly and professional woes. Political will and non interference of politicians in the dispensation of justice marks the incremental enhancement of police performance in the delivery of justice, eradication of crime and maintaining law and order situation.
Comprehensive training programmes, capacity building, financial assistance and societal oversight help improving the working of police department. The updation of interrogation techniques, evidence taking procedures, timely promotion of officers, and reimbursement of investigation expenditures, forensic articles collection and examination at district level will ultimately grant relief to the lowest rank police officials.
The incognito trials to safeguard the witness, modification of the Evidence Act and admissibility of modern gadgets are essential to build trust and enhanced capacity of police officers.
The institutional reform such as overhauling of the ongoing promotion system, free from political interference and establishment of independent police complaint authorities are dire need of the time to change the corrupt police system and remove the obstacle in the promotion policy in all ranks.
The training modules, curriculum in all police academies needs to be revamped and security should be given to all vulnerable groups’ i.e. women, children and old men.
The special training exchange with military in all formation will definitely enhance the police readiness and expertise in field operations.
Women should be encouraged to join police force in all ranks and likewise gender based violence need to be tackled meticulously and greater international support in the spheres of training and curriculum development renders the police capable and efficient to counter problems and predicament creating hurdles in reformation of police.
The promotion is a great source of motivation and encouragement for the police personnel. The criteria for promotion and confidential reports should be easy to follow.
The stagnation in rank and funds create uncertainty in police. Legislative, institutional and enhanced coordination in all tiers, domestic and international spheres is the testimony to raise high in the developmental process of police reforms. – Drattaulwadood@gmail.com
