Saaf Suthra Punjab: A Cleanliness Project Drowning in Corruption

The “Saaf Suthra Punjab” project was pitched as Punjab’s biggest-ever cleanliness drive. Launched by CM Maryam Nawaz in Dec 2024, it promised to collect and dispose of 50,000 tones of solid waste daily across cities, towns, and villages that had no proper system before. The goal was simple: make Punjab look like Japan or Singapore, with round-the-clock cleanliness and AI-based monitoring.

A year later, the project is making headlines for a different reason: corruption worth over 1 billion rupees, ghost workers, and contractors mixing soil with garbage to fake weight.

Surviving 2026: The Everyday Battles of Pakistan’s Common Man

What went wrong in Faisalabad:

The biggest case so far comes from Faisalabad. The Anti-Corruption Establishment booked 12 officials and contractors of the Faisalabad Waste Management Company and M/s Care Consortium for a 1 billion scam.

How it worked:

  • Digital manipulation: The contractor got extra payments by making fake entries on the project’s digital portal.
  • Ghost waste enclosures and employees: Money was siphoned off for non-existent sites and workers.
  • IT collusion: FWMC IT and operations staff altered records to inflate service data.

The FIR names former FWMC CEO Muhammad Rauf, Manager Operations Abdullah Nazir Bajwa, and contractors Muhammad Farooq Khan, Muhammad Qaisar, Muhammad Shafiq, and Rai Qamar Zaman. No arrests have been made yet, and ACE says investigation is ongoing.

Punjab Information Minister Azma Bokhari says the fraud was caught through the live dashboard monitoring system, and CM Maryam Nawaz ordered a special audit. Critics ask how a 1bn scam could happen in a “flagship project” with real-time monitoring.

It’s not just Faisalabad

Dera Ghazi Khan:

Contractors were mixing soil, stones, and construction debris with garbage to increase weight and claim inflated payments. Dozens of ghost employees were on the payroll collecting salaries without working. Sanitation staff protested after going 3 months without pay, while garbage piled up and residents started burning trash.

Sargodha:

The Sargodha Waste Management Company fined contractors 27 million rupees for staff absenteeism, garbage left unattended, and failure to collect waste on time. Violations included workers not wearing uniforms and delays in responding to complaints.

The pattern of corruption

Three issues keep repeating across districts:

1.Ghost employees and fake data:

Payrolls and digital portals are padded to claim payments for work never done.

2.Weight fraud:

Contractors add soil and debris to garbage to increase weight and bill the government more.

3.Collusion with officials:

Local monitoring officials allegedly work with contractors to bypass checks.

The project’s own DG admits the first phase had gaps. He says 2026 is the “correction phase” and monitoring staff are being increased for 200,000 sq. km of Punjab.

Why it matters:

Saaf Suthra Punjab was supposed to fix a system where 100 million people had no waste collection. Instead, it’s showing the same old problem: big budgets, weak oversight, and political credit-taking before systems are in place.

When contractors aren’t paid, workers protest and streets fill with garbage. When monitoring fails, public money goes to ghost workers while actual sanitation workers go unpaid.

CM Maryam Nawaz has referred to international standards and ordered strict monitoring. But without arrests, recovered money, and structural changes in procurement and oversight, the “correction phase” risks being another PR exercise.

What needs to change:

Real accountability:

Bookings alone aren’t enough. ACE needs to make arrests and recover funds.

Independent audits:

Third-party audits, not just internal dashboards, should verify work done.

Worker protection and payment:

Sanitation staff are the backbone. Unpaid workers can’t keep cities clean.

Contractor vetting:

Companies with a history of fraud shouldn’t get new contracts, Punjab can’t become “Saaf Suthra” until the system that pays for cleanliness is cleaned up first.
